Hole 17 is a downward slope with the hole near the back and centered. Layered throughout the hole is 4 PVC pipe blockers. You do need to thread the needle through a little bit because the gap is a little tighter than it appears.

Since it slopes down, just a little tap will give it enough juice to make it happen.
